grover beach potholes & walkways (sidewalks)(ada american disabilities act)

why does grover beach not fix all the potholes & walkways (sidewalks) on one whole block at a time & comply with (ada) american disability act. when they do the road work, and they leave potholes and walkways with a one foot drop so someone in a wheel chair, cane, or a young child could get injured. recent work on longbranch & 13th street. (they already painted and striped it & this is how they left it). thanks rjd
