The San Luis Obispo County Sheriff's Office responded to a call at Diablo Canyon about a suspicious package just before 5:00 p.m. Tuesday.
Security personell say she drove to the gate and engaged in a verbal dispute over her marital problems with her husband, who she says works at the plant.
Before leaving she threw a brown paper bag that had been marked with the words, "It's not a bomb" on the front.
The bomb task force was called and after investigating they believe it is not dangerous.
The estranged spouse of the woman is believed to be an electrician who has performed contract work at the plant in the past.
