California pet microchip bill vetoed by Brown

LOS ANGELES (AP) - Democratic state Sen. Ted Lieu of Torrance says he was surprised and disappointed when Gov. Jerry Brown vetoed a bill that would have required animal control agencies and shelters to implant microchips in every dog and cat before releasing, selling or giving them away.
In a letter of explanation signed Friday, Brown said if the state mandated microchips, it would also have to pay for them.
Lieu says the bill had the support of the Senate and Assembly and appropriations committees for both, but the Department of Finance opposed it.
Lieu had estimated the bill would save the state millions because it would eliminate the need to house and kill lost and unclaimed pets.
He says he plans a staff meeting to figure out other ways to make microchips mandatory.
