City council member taking Guadalupe administrator job, council deciding how to fill seat

The San Luis Obispo City Council is deciding how to fill an anticipated vacancy as city council member Andrew Carter leaves for a job as Guadalupe city administrator, according to San Luis Obispo City Manager Katie Lichtig.
Carter has served on the San Luis Obispo City Council since 2006. His current term expires on December 1, 2014.
The city is deciding whether to appoint a replacement for Carter or call a special election.
The appointment process was used in 2010 when Mayor Jan Marx was elected mayor in the middle of her city council term.
According to the city charter, if no appointment is made in 30 days, a special election will be called. The possible election must happen between 90 and 150 days after the seat becomes vacant.
Mayor Jan Marx said, "We will miss Andrew's passion for financial sustainability and keen ability to understand complex issues. We all wish him the best in his new career path."
The council will discuss how to proceed at its next meeting on February 5. The city says anyone interested in filling Carter's seat can apply once the position is advertised. A date for that has not yet been set.
