The race is still too close to call for San Luis Obispo City Mayor, and final results aren't expected until later this week.
Jan Marx remains in the lead by around 300 votes, followed by Paul Brown.
On Friday, Brown called Marx to tell her it appears she will win, but he says he's not conceding the election, despite previously published reports.
In a letter, Brown said "if, by some miracle, I manage to prevail in the remaining ballots, I would of course still serve."
Marx responded in a phone interview, saying "whether or not he is declaring defeat, I am not declaring victory until the final count is in."
The San Luis Obispo County Clerk's office says it really doesn't matter what was discussed between the two during their phone call.
"In some ways it's just a symbolic gesture," said Julie Rodewald, county clerk-recorder. "Until it's really over and we certify it, then there's no true winner no matter who concedes."
Brown has asked a favor of Marx if she is elected. He wants city council candidate Dan Carpenter appointed to Marx's vacant council seat, rather than holding a special election to fill the position.
Meantime in Morro Bay, the contest for mayor remains neck and neck. Former Mayor William Yates is in the lead by just 57 votes over Betty Winholtz. The San Luis Obispo County Clerk's Office doesn't expect to start counting the remaining ballots until Wednesday. It hopes to have a final talley later this week.
