Today marks the first furlough day of 2010 for Santa Maria city workers. It was a frustrating situation for some residents looking to take care of business at city hall.

City employees have agreed to take the third Friday of each month off without pay. Those who didn't know about the closure were surprised to hear the news.

"I need to pay a water bill and I actually thought that they were on lunch so I would have come back. I didn't know that they were closed," said Amanda Zepeda of Santa Maria.

The city council passed the program last year to save the city some cash. All the furlough days add up to about a five percent pay cut.

It's the first time Santa Maria has used furloughs since 1994.
