Our question tonight comes from Stephen Marsden of Los Osos. He asks, "A few years ago, I paid $3,500 into a fund for a new sewer. What happened to that money?" Good question.
Stephen, you were assessed the $3,500 based on your property. The Los Osos CSD borrowed money to get the ball rolling on a sewer. You and many other residents paid off your assessment in one payment rather than over time.
Construction began in 2005 but a new CSD board canceled construction and the CSD ultimately went bankrupt. However, the CSD loan still has to be paid off. That's where your money was spent.
Your neighbors who chose to pay over time still owe their assessment even though the original sewer project is dead.
A new sewer project was voted on and started in 2007 and new assessments were made.
