The City of Guadalupe is still in a State of Emergency but city leaders are breathing a sigh of relief since Tuesday night's storms weren't as bad as they expected.
Guadalupe's Fire Chief Jack Owen also gave us a firsthand look at what caused the flooding.
He says bottom line, the city needs a levee but also knows that comes with a hefty price tag.
