Kevin Rice became the second person in recent weeks to withdraw from the San Luis Obispo City Council race on Tuesday.
He made the announcement at a forum with the other candidates at the City/County Library.
Rice says it is clear that candidate Paul Brown has an enormous swath of support, and he too is endorsing Brown.
He said he is looking ahead to running for City Council in 2014.
Last week, John Spatafore dropped out of the race as well. He said he did not want to splinter the vote.
The City Council seat became available when Andrew Carter resigned for a position with the City of Guadalupe.
Ballots for the special election will be mailed out to voters in San Luis Obispo on May 20th.
The remaining candidates are Paul Brown, Carlyn Christianson and Donald Hedrick.
