Nipomo Man Arrested for Annoying Children

A Nipomo man is arrested for doing exactly what court officials told him not to do.

San Luis Obispo County Sheriff's deputies arrested 21 year old Christopher Tietjen yesterday at Tefft and Magenta streets in Nipomo on the charge of annoying children under 18 years of age.

An off-duty Cal Fire employee contacted the Sheriff's Department to report that he saw a man, who later turned out to be Tietjen, that was acting suspiciously at a playground behind Dana Elementary school.

Tietjen was allegedly talking to children between one and five years of age... and playing on the slide with them.

He was also wearing a backpack with a teddy bear motif - evidence that would help deputies later in identifying Tietjen.

Tietjen is on probation for a similar offense in 2008 with a condition that he not associate with children - a fact that angered one woman.

"I don't understand why these people aren't in jail and out on parole," says Katherine Aurand, a mother of one. "I know it's expensive but our kids our incredibly valuable and it just seems to me that they're too lenient with some of these offenders."

Several mothers at a playground near the school told KSBY they've seen Tietjen walking through their neighborhoods and just thought he was "a little strange."

School officials at Dana Elementary were not notified of the arrest until two o'clock this afternoon.

But Aurand says the more information the better

"We get phone calls, automated phone calls from the school all the time. the Sheriff's Department should be able to do that."

Commander Ken Conway of the San Luis Obispo Sheriff's Department explained that Tietjen posed no threat to the community; Tietjen is not a registered sex offender and both of his arrests were not on charges of a sexual nature.
