The Santa Barbara County Sheriff's Department found a panga boat below the Point Conception Light House on Cojo Ranch Thursday morning.
Sheriff's officials say Jesus Garcia-Guzman from Mexico stored the drug at the base of a nearby cliff adjacent to the boat.
Deputies say the boat had nearly two thousand pounds of marijuana, with an estimated street value of $4 million.
A county helicopter assisted in removing the marijuana from the beach because the cove where the boat was found was inaccessible by vehicle.
