A 30-foot panga boat was spotted Wednesday morning 200 yard off shore near Montecito, according to the Santa Barbara County Sheriff's Office.
The U.S. Coast Guard and Santa Barbara Harbor Patrol searched the area and shoreline but did not find any people. They did, however, track down several life vests on shore, suggesting about 20 people may have been on board. Panga boats are commonly used for smuggling narcotics from Mexico to the United States.
