State and local governments hammered by the recession have cut spending on outreach for the 2010 United States Census. The funding cutbacks have come at all levels and some say at a cost. For Example, California dedicated $24.7 million to the 2000 Census campaign. This year's outreach budget is only $2 million. Will that affect the Census response rates?
