The northbound and southbound lanes of Highway 101 in Arroyo Grande are now open.
The lanes were closed for about 4.5 hours Thursday after a vehicle knocked over a power pole.
Live power lines fell on the freeway about 6:30 PM so traffic had be rerouted.
PG&E says power was knocked out to more than 5,300 customers. By 9:30 all but 53 people had power restored.
Arroyo Grande Police say the driver in the accident was driving under the influence of drugs or alcohol.
Some drivers say they were stuck in traffic for three hours.
