The northbound and southbound lanes of Highway 101 in Arroyo Grande had to be closed down Thursday after a vehicle knocked over a power pole.
Live power lines fell on the freeway about 6:30 PM so traffic had be rerouted.
PG&E says power was knocked out to more than 5,300 customers. By 9:30 all but 53 people had power restored.
Arroyo Grande Police say the driver in the accident was driving under the influence of drugs or alcohol.
Southbound traffic is being diverted to Halcyon Road.
Northbound traffic is being sent to Traffic Way.
Some drivers say they've been stuck in traffic for three hours.
Emergency crews are on the scene but there is no estimate as to when the freeway will reopen.
