The City of Santa Barbara plans to restart its desalination plant.
Tuesday night, the City Council approved a plan to restart the design phase, which will cost $3.7 million. The plant will cost $55 million to restart and another $4 million per year to run.
If the drought ends, the city can back out of the contract and stop using the desal plant.
