El Capitan State Beach and campground set to re-open Friday

 One of the beaches in Santa Barbara closed because of the South Coast oil spill is set to re-open Friday.

El Capitan State Beach and campground have been declared safe for the public by the California Department of Parks and Recreation and officials working to clean up the oil.

The beach has been closed since May 19, after a ruptured pipeline belonging to Plains All American Pipeline spilled more than 100,000 gallons of crude oil near Refugio State Beach and some spread down to El Capitan.

Officials say Refugio State Beach will be closed until at least July 9 depending on how clean-up efforts progress there.
