27-count complaint filed against group accused of misappropriating county funds

The Santa Barbara County District Attorney's Office has filed a 27-count complaint against a group of people accused of taking approximately $1.7 million in public funding from Santa Barbara County.

Lynn Hogan, Michele Lavin, Leanna Harada, Christina Huffman, Michael Anzivino, Vincent Anzivino, Wendy Puchli, Michael Elliott, and Richard Kaplinski face charges that include misappropriation of public funds, forgery, and conspiracy.

According to the complaint, Lynn Hogan, a Santa Barbara County Public Works employee, issued false refund checks to her co-defendants and others starting in 2008.

Most of the suspects were arraigned in Santa Barbara Superior Court on Monday. Wendy Puchli was arrested in Wyoming and is yet to be transported back to Santa Barbara County.

The judge released the six defendants pictured on their own recognizance after coming to the conclusion they are not flight-risks. They are scheduled to be back in court on Friday morning.

Two other defendants, Michael Elliott and Richard Kaplinski, appeared in court out of custody and were also allowed to leave court on their own recognizance.
