Manager of SLO County's Integrated Waste Management Agency placed on leave, faces allegations

Possible misuse of funds at the Integrated Waste Management Authority in San Luis Obispo County has now led to a manager being placed on administrative leave.

On Wednesday, the IWMA Board of Directors placed manager Bill Worrell on paid administrative leave while a further investigation is conducted.

A private investigation found nearly $450,000 in undocumented expense, among other inappropriate actions. That investigation was forwarded to the District Attorney's office.

After listening to testimony during the public portion of the meeting, board members held a closed session to discuss the accusations. After an hour of discussion, the board unanimously voted to put him on leave until Worrell's retirement set for Sept. 11.

The executive committee will also perform a forensic audit, a detailed look into the funds and actions in question.

For now, day-to-day work of the IWMA will continue as usual.

"The organization will still function," said Jeff Lee, IWMA Board of Directors President. "The organization will still work through its haulers, its waste haulers to make sure the public is very aware business will continue for recycling in this area. Because we are a leader in the state in recycling and recycling opportunities."

Worrell's worked for IWMA for 20 years, Lee said. Eric Dobroth, Assistant District Attorney, said the office is actively looking into the allegations. District Attorney Dan Dow also confirmed that it will look at the facts before it is determined if any actions by Worrell had deceptive intent.

KSBY has reached out for comment from the investigator and Worrell for comment but have yet to hear back.
