Crews used a rope system to get down to the vehicle and check on the female who was inside.
Firefighters say she was not injured and was put into a harness and brought back up to the roadway.
The cause of the accident is under investigation.
Photos posted by Santa Barbara County Fire appear to show the woman in handcuffs after she was brought to safety, although it is unclear why.
Los Padres National Forest officials, CHP, the Santa Barbara County Sheriff’s Office Search and Rescue Team, and AMR also assisted.
