California Governor Gavin Newsom announced a pact with Oregon and Washington state on working toward reopening their economies.
Newsom says California will have its own plan, which is scheduled to be presented Tuesday.
In the meantime, the three states have agreed on some key principles including safeguarding residents' health, basing decisions on science and not politics and working together.
Newsom also announced a $42 million effort to help "at-risk" youth, including those in foster care.
