Former Grover Beach mayor resigns from Santa Barbara County job after harassment allegation

Former Grover Beach Mayor John Shoals resigned from his Santa Barbara County job this past summer after allegations of sexual harassment.

Shoals was hired as a Supervising Planner in the county's Planning and Development Department in August 2018.

According to county documents, in May 2019, a woman working in the department came forward with allegations of harassment against Shoals. The woman said Shoals often asked her out for drinks after work, asked her to stand up and looked her up and down, shared inappropriate stories with her, and leered at her and an attractive customer.

Shoals denied the claims and said he did not believe he harassed the woman. However, according to the county's report, the findings of the investigation substantiated her claims.

Shoals was notified of the results of the investigation in late July.

On August 1, 2019, he issued his resignation.
