A flash flood warning in place for the Thomas Fire burn area has been downgraded to a flash flood watch.
Santa Barbara County officials said shortly after 7 a.m. Thursday there was no longer a need to shelter in place.
Heavy rain fell across both San Luis Obispo and Santa Barbara counties overnight. Many areas reported more than a half-inch of rain, some, more than two inches.

In Montecito, no major incidents were reported, however, Bella Vista Road near Romera Canyon was closed due to a slide. It was not known when crews would be out to repair the creek.
