UPDATE (6:05 p.m.) - The California Highway Patrol has identified the alleged driver of a jeep they say was stolen as Michael Culligan, 29, of Lompoc.

Officers say he was found 1.5 miles from the crash site about three hours after the collision occurred.

The driver of the Lexus who died is reportedly a 35-year-old man from Santa Maria. His passenger has been identified as a 37-year-old woman from Santa Maria.

Because the crash happened on base property, CHP says Culligan, who was checked out on scene by medics, is in federal custody.

Officers say drugs are suspected as a factor in the crash, which CHP says occurred when Culligan crossed into oncoming traffic.

It happened at about 12:22 p.m. on Santa Lucia Canyon Road and Victory Road, which is between the Lompoc Federal Prison and Vandenberg Air Force Base.

Officers said the head-on crash between a Jeep and Lexus sedan happened when preliminary reports show the driver of the Jeep crossed into the opposite lane.

The driver of the Lexus was killed in the crash and the passenger suffered major injuries and was airlifted to the hospital, according to CHP.

A helicopter is being used in the search for the alleged driver, who officers say ran from the scene.
