UPDATE (6:05 p.m.) - The California Highway Patrol has identified the alleged driver of a jeep they say was stolen as Michael Culligan, 29, of Lompoc.
Officers say he was found 1.5 miles from the crash site about three hours after the collision occurred.
The driver of the Lexus who died is reportedly a 35-year-old man from Santa Maria. His passenger has been identified as a 37-year-old woman from Santa Maria.
Because the crash happened on base property, CHP says Culligan, who was checked out on scene by medics, is in federal custody.
Officers say drugs are suspected as a factor in the crash, which CHP says occurred when Culligan crossed into oncoming traffic.
