A man was found dead just off Refugio Beach on Thursday.
According to the Santa Barbara County Fire Department, rescue crews responded just after 1:40 p.m. to a report of a surfboard about 100 yards offshore near a kelp bed.
When first responders reached the location, they reportedly found a man underwater still attached to the surfboard leash. He was taken to the beach where he was pronounced dead.
