The Paso Robles Police Department has identified the man who was run over by a city employee last week as Joseph Zigler, 27.
Police say Zigler was lying on an access road/walkway underneath the 13 St. bridge when he was run over.
He was pronounced dead at the scene.
Police say it's unknown why Zigler was lying on the path.
